In cities that license guides, we check the licence with the issuing authority and a guide is bookable only while it is current. When it lapses they leave our search automatically — nobody has to remember. Where no licence is issued, we verify identity instead and say so.
We match on the legal boundary rather than distance, so a guide is never offered somewhere they cannot lawfully work.
